Increased provision is necessary for coal and fuel oil for locomotives as it is necessary to cover 12 months instead of 11 and more locomotives are now in use. Some coal burning locomotives are being converted into oil burners. Repairs and painting for goods waggons and locomotives were under-estimated last year so an increase in the vote is necessary. Cost of living allowances and New Year bonuses for railway employees are now being shown in the Railway vote, in order to give a more accurate picture of the actual working costs. The net increase on Other Charges is $2,628,413.

Head 17. Labour Office

Personal Emoluments

The Labour Office appears for the first time as a separate head of the Estimates. It is being considerably expanded and new posts are provided for three Labour Officers, one of whom will have had special Trade Union experience and so be qualified to advise on such questions. Actually one of the Labour Officers has been employed during the past year and has been paid under Miscellaneous Services "Emoluments of Military Officers on Loan". New posts are created for one Lady Assistant Labour Officer and one Chinese Assistant Labour Officer. Labour Inspectors Grade I are increased by two but Labour Inspectors Grade II and female Labour Inspectors Grade II are each reduced by one. There is an increase of one temporary clerk and one office attendant but a reduction of one coolie. The net increase in Personal Emoluments is $54,068.

Other Charges

There are a number of increases under Other Charges consequent upon the expansion of the department. The net increase is 6,400.

The net increase on the whole Head is $60,468.
